While it is true that blacks generally have a lower IQ than whites, when considering that in most regions of Africa it is more difficult to access public services (including education), whereas in regions such as North and South America, Europe, and Western Asia it is relatively easy to use these resources, the fact is ultimately meaningless. That is irrefutably true, and not political.
