I think the best that can be done is for either the site owner or someone capable and willing to go add the must-have features that PAM needs. See desc for info.

Description: Things such as: Users (register / guest) which makes it easier to monitor and make people responsible for their actions. Moderators / moderation, which can help guarantee safe content - but this is also a bit costly. Report abuse - basically outsourcing some of the moderation effort onto users to report bad content to have it taken down (moderators should still be involved to avoid abuse). And there is much more to add here :)
