English is a universal language. Most people in the world speak a moderate (usually B1 or B2 level fluency) amount of English. In some countries it is required that you learn a secondary or third language. The British and French colonial empires comprised most of the world map until their dissolution in the Cold War, so I do not know why you would particularly think of India.
