Tim, the Roosevelt administration and frankly the American people wanted no part in the Second World War in the first place. As far as they saw it, it was an Afro-Eurasian conflict. FDR didn't militarise during the 1930s, he passed the Good Neighbour Policy, requested that maybe Hitler didn't invade a few dozen countries and start a conflict that would result in the deaths of 60 million people (which Hitler responded with by mocking his address in front of the Reichstag in 1938), responded to the Japanese invading Manchuria by merely severing trading ties, and not declaring war on the Axis as a whole when American Congress declared war on the Empire of Japan. Roosevelt did pass conscription laws, but it was a peacetime war draft in 1940 well after the war had already broken out.
