That's not true. Most information you "dox" is already legally considered public information, including IP Addresses, home addresses, phone numbers, full names, et cetera. And often times, the most punishment you get for committing a war crime (say, killing an unarmed and cooperating civilian, in violation of the 5th Geneva Convention of 2001) is a minor fee and then you're free to go.
