Die Friedensverträge müssen auch den seelischen Frieden der Donauvölker schaffen. Das Nationalgefühl soll nicht unterdrückt werden, doch darf dies nicht das Aufleben des Chauvinismus bedeuten. Die wahre Demokratie baut Brücken zwischen den Völkern und verwirklicht die Freundschaft und die Zusammenarbeit der Nationen.
