Not exactly. Paul von Hindenburg was a field marshal of the Old Monarchy which Hitler was not very fond of. Von Hindenburg himself made the decision to put eight conservatives in German Congress so they could always outvote the three Nazis. Hitler, however, after the Reichstag fire, managed to pass the Enabling Act which allowed him to make decisions without them going through parliament.
