To deal with this manpower shortage, the Red Army used various measures. One was to fill up their ranks with men from recently-liberated territories, in some cases, with limited or no training at all. Also the conscription age was raised in some regions in October 1944 to up to 45 years of age for those who were not engaged in war production. Similarly, although the Red Army already recruited women in 1941/42, more women were mobilized later on, although not used as infantry, which had the highest losses. Another way to deal with the lack of manpower was the use of foreign formations.
