Contrary to popular belief, the Soviet Union did not have a pool of infinite manpower during the Second World War. Some of you may know that in the last stages of the war, there were already issues with manpower, but as early as 1941-1943, there were noticeable issues. “For example, as the regime faced a manpower shortage in 1943, it launched a special recruitment effort directed at Komsomol youth and set a target of 166,000 men to be distributed among ten different military districts and fronts.” (Reese, Roger R.: Why Stalin’s Soldiers fought.
