It doesn't have a government, instead two peacemakers, Ouroboros, grand Kisuuri of Rebirth and Honor, and Zahal, grand Diduuri of Death and Punishment, although they tell me they have a little daughter, grand Kisuuduuri of Life and Redemption who's name is Parady
