Pepper gunther mentioned it earlier however the things you are describing, even if they are what would work best, are literally unachievable. Humans are by default animals, we have instincts and senses and survivalistic mindsets. You cannot change that because that would require basically lobotomizing every human being into mindless robotic drones. Yes society would prosper and there would be drastically less harm but theres zero feasable way to do it, especially in our current time frame. So you compromise by thinking up realistic solutions.
