Aseprite is a payed-for pixel art program. A lot of dedicated developers use it. For example, all of Pizza Tower's art was made within it. It has a great animation editor and is very versatile with it's tools. Libresprite is almost identical to it. It has the exact same style, the same placements for everything, you name it.
