We ALMOST used nukes. Nixon threatened to end the war with nuclear weapons. He also conducted missile strikes (though not nuclear) in the neutral states of Laos and Cambodia. Heck, even the later President, John F. Kennedy threatened to use nuclear weapons, particularly during the Cuban Missile Crisis.
