69752d every other app has you moveyour cursor more outwards of the selection box, and then you can rotate. it's either that or there's a circle at the top that lets you rotate selections

69752d i'm juggling between "will 100% use mspaint for serious work", "use photoshop/other programs EXPLICITLY for the polygon lasso fill and shapes", "knows what good pixel art looks like" and "strangely specific abstracted styles" and maybe some others which is. probably not a lot
