a7d4d4 Additionally, “The rifle regiment was the basic infantry unit, but by 1944, it rarely attained anywhere near the authorized strength of around 2,000 infantrymen.” (Dick, C. J.: From Defeat to Victory. The Eastern Front, Summer 1944. University of Kansas Press: Kansas, US, 2016, p. 16)

a7d4d4 Citing Alexander Hill from earlier, “Soviet-sponsered Polish, Czechoslovak and other national formations such as Rumanians and Yugoslavians fighting alongside and effectively as part of the Red Army would, understandably given increasing Soviet manpower issues, all see heavy action later in the war.” (Hill, Alexander: The Red Army and the Second World War. Cambridge University Press: Cambridge, UK, 2017, p. 334)

a7d4d4 To deal with this manpower shortage, the Red Army used various measures. One was to fill up their ranks with men from recently-liberated territories, in some cases, with limited or no training at all. Also the conscription age was raised in some regions in October 1944 to up to 45 years of age for those who were not engaged in war production. Similarly, although the Red Army already recruited women in 1941/42, more women were mobilized later on, although not used as infantry, which had the highest losses. Another way to deal with the lack of manpower was the use of foreign formations.

a7d4d4 As you can imagine, this situation did not get better over the course of the war. “By the second half of 1944 the Red Army–and particularly the infantry–was suffering from acute manpower shortages. Those reserves that might have seemed almost bottomless in 1941 had proven otherwise thanks to a large extent to the operational and operational-strategic failures of Stalin and the high command earlier in the war, and in particular during 1941-2.” (Hill, Alexander: The Red Army and the Second World War. Cambridge University Press: Cambridge, UK, 2017, p. 513)

a7d4d4 Contrary to popular belief, the Soviet Union did not have a pool of infinite manpower during the Second World War. Some of you may know that in the last stages of the war, there were already issues with manpower, but as early as 1941-1943, there were noticeable issues. “For example, as the regime faced a manpower shortage in 1943, it launched a special recruitment effort directed at Komsomol youth and set a target of 166,000 men to be distributed among ten different military districts and fronts.” (Reese, Roger R.: Why Stalin’s Soldiers fought. The Red Army’s Military Effectiveness in World War II. University of Kansas: Kansas, US, 2011, p. 241)
